Resolved, the House of Bishops concurring, That the 76th General Convention of The Episcopal Church calls upon the Standing Commission on Episcopal Church Communications to work in the coming Triennium with the Office of the Presiding Bishop, the Office of General Convention, the Information Technology department, the A048-2006 Task Force, the Archives of the Episcopal Church, and the Office of Communication to conduct a comprehensive, integrated examination of the technologies, policies, and practices that support all modes of communication, both internal and external; and be it further

Resolved, That the Standing Commission on Episcopal Church Communications propose to the 77th General Convention a strategic communication plan for the next Triennium, maximizing the use of all communication resources for the mission of the Church, including the consideration of naming a Chief Information Officer for The Episcopal Church, and a budget for implementation, and be it further

Resolved, That the Executive Council work with the Church Center to establish clear, strategic governance of information technology in support of the mission of The Episcopal Church.


EXPLANATION

The role of a Chief Information Officer is well understood in modern business settings. The Episcopal Church at present has no strategic plan to use its existing technology platforms (e-mail servers, database structure, personal computers and mobile devices) effectively and no plan to remove obsolete equipment and services and replace them in a cost-effective and timely manner with new. By creating a position (which brings with it the perhaps in-surmountable challenge of finding funding) or tasking an existing staff person with this responsibility and the necessary authority, The Episcopal Church Center can begin to implement best-practices in these areas.
